All types of cement shrink during setting. In a normal concrete the amount of this shrinkage will depend both on the proportion of cement in the mix and the quantity of mixing water employed. Provided enough water is present to enable the chemical action of setting to take place then the smaller the amount of water the less shrinkage there will be. The type of aggregate used has an appreciable effect upon both the amount of water and the amount of aggregate that can be mixed with given quantity of cement. Strength and durability of concrete are linked properties in that they are both associated with the low water-cement ration. In addition to the proportion of cement and the water cement ratio of a cement product, the method of curing will also affect the amount of shrinkage. Normally, the slower the drying the less shrinkage there will be.

Count Mikhail Mikhailovich Speransky ( January 12 [O.S. January 1] 1772 – February 23 [O.S. February 11] 1839) was probably the greatest of Russian reformers, founder of the Russian jurisprudence and theoretical law. He was a close advisor to Alexander I and later to Nicholas I, he is sometimes called the father of Russian liberalism.
Speransky was the son of a village priest and spent his early days at the ecclesiastical seminary in St Petersburg, where he rose to be professor ofmathematics and physics. His brilliant intellectual qualities attracted the attention of the government, and he became secretary to Prince Kurakin. He soon became known as the most competent of the imperial officials.

A very broad range of restructuring options for Social Security has been discussed over the past decade. The Clinton administration proposed allowing investment of Social Security surpluses in equities markets to increase returns, in addition to a system of supplemental individual retirement sayings accounts. At the beginning of his second term, George W. Bush proposed a major initiative to allow individuals to partially opt out of Social Security into a system of funded individual accounts. Even though Bush has significant majorities both chambers of Congress, the political sensitivity of Social Security and the absence of an immediate funding crisis make passage of a major reform package very much an uphill battle.

In 1534 , the French explorer, Jacques Cartier, sailed right down the St.Lawrence River until he could go no further. Among the great forests along the shore he met Indians who welcomed him, but in return he kidnapped some of their chiefs . He was the first European to treat the Indians with cruelty and treachery. It was almost another hundred years before French colonists settled on the banks of the St Lawrence and founded Quebec. They were sent there to give food and shelter to the French fur traders, who were carrying on a profitable trade with the Indians.
